Line 6 M9 Footswitch working but not engaging

Have you asked Line6?

Line6 are not known for their footswitches. I believe the M series is the same as the DL-4 in that the 'switch' is just a plunger into a small tactile switch on the PCB, utter crap.
These can be desoldered and then replaced with a mechanical momentary DPDT momentary switch.
But that mod is not for the feint hearted. I did 2 on my DL-4 and never again, had Martin at Owens Electronics mod the other two.
So much more reliable now though.

Just had a google as I use an M9.

The reliability of the switches seems to be a common issue with the M series pedals. However there's bucket loads of tutorials and YouTube vids on changing the switches. There's also lots of guidance on modifying the pedals to use better quality switches.

How come? I did it on a couple of zoom units, just de-soldered the connections, soldered some wires in where they used to be, and soldered these wires to the new footswitch. It seemed simple to me. Maybe the Line6 design makes it harder?

Yeah did see something that followed that kind of process, thick tricky but looked like drilling a bigger hole to accomodate the fitment.
