My BC Rich has a similar offset problem - it's because the (tapered) fingerboard has been fitted with the top edge parallel to the wing edge, the centre line should be parallel instead. Edit - looking again I don't think this is the case.

I don't think it used to be anything apart from cheap timber. Built by someone who thinks they know how, but clearly doesn't. The tuners and pickups are the only parts worth anything.
