And musicians, including Bowie, have been sampling and quoting each other from time immemorial. For example, The Jean Jeanie quotes from the Yardbirds version of Bo Diddley's I'm a Man. Original, insofar as it exists at all, is always built upon the work of others.

Watching a second time, I feel more disturbed by the hair than the miming.

Perhaps the band never played on the recording so they didn't actually know how to mime to it ... or simply couldn't be bothered. Anyway, back in those days many rockers thought it pretentious actually to mime, so better to take the fosters.

But if the musical director said 'I would like a two note chord played there please, C-G, if you don't mind', I wouldn't question his use of the word chord. I'd just play the notes.
