I had a Tokai Jazz Sound back in the day, very nice bass indeed, defretted it then years later had it fretted again by Bernie Goodfellow when he had a shop in Thorton Heath, I sold it when I gave up playing for a while.
I've can't help with neck Epoxy but I can highly recommend the lads at Bow Finishes (Finishing?) as mentioned above by @EBS_freak they did a superb job on a body for me a few years ago.
I'd back up what @Osiris said, the Zoom range is so versatile and you can have a little play with other effect like adding a smidgen of compression, if you don't like it then nothing lost, just use it as an eq and tuner
The B1on is an absolute bargain!
If its based purely on getting as much money back as possible the parts are worth more than the whole bass, you might even get more if you separate the neck from the body but unless you are in a rush it's worth trying to sell the whole bass, you never know it might be exactly what someone is looking for. It's always sad breaking up a bitsa.

I don't have any experience with them personally but if you look through the Build Diary section there's a guy who owns several that he's modified.
Sadly I was put off by the titles, both the look of that font and the fact it's another slap video so I didn't watch it but don't let me put you off though young man
That Stingray is a lovely colour.
I can see their point about you having taken the neck off though.

I've just bought an Ibanez Classical and the fit and finish is excellent, weird for the shop to take they are never perfect!
