What is That and what does it do

I have seen in this months Bass Magazine a photo of the tuning gear of the Manson John paul Jones Bass, there is a small lever
as part of the Tuning Gear. I assume it alters the tension and allows it to return to correct Tension, I have seen players using something like this on Videos but not been able to hear what it does.
I am sure you guys know

Might be the Hipshot D-tuner? Drops the E string down to a D or lower and return to pitch without retuning.

It's a Hipshot D-Tuner which allows you to quickly flip between E & low D. I have them on 2 of my basses
