Translucent to me kind of indicates the ability to see light from both sides. I think "tinted clear-coat" would have sufficed... but then that would require a certain technical understanding of the product combined with a minimal grasp of correct English. My first impression was that it was anodised alloy, as used on thousands of bling'd KawaYamaSuzis, and having had another look I'm now pretty sure that's what it is.
