That really is pretty ghastly.

Even the underlying thought process makes no sense - why would you want to double three of the four strings? How on earth would you expect to get a balanced, even sound across the strings on that basis?

Shouldn't the octave pairs be closer together? Looks like the 7 are evenly spaced. And aren't the higher strings usually above the lower? But it plays well, allegedly.

It's not going to be much work for the lucky buyer to take the three extra tuners and strings off and fill in the holes...
