If you use the PayPal gift function the person sending gets clobbered with the fees instead of the receiver.
As far as I know there's no way of using PayPal so nobody pays any fees.

Wrong - no fees either way.

PayPal gift is only free if the money comes out of the payers bank account. If they fund their PayPal account from a credit card there will still be a fee.

That explains why I was hit with a fee then.

Well, I'd like to know what the hell they're playing at with me, then! Every time I've paid a Gift by Paypal, I've been told how much the fee is BEFORE I've been allowed to send it! It's straight from my Bank Account as well, so the 'Credit Card' argument doen't work. :)

Same here, always been charged for sending PayPal 'gifts', even when it comes straight from account, not aware of any method of using PayPal where at least one party isnt clobbered.

What price is a bank transfer?

Don't some banks offer it FOC if under a certain amount. Although I guess Portugal could be totally different.

Even if the bank doesn't charge for the transfer, it will charge for the change of currency.

The cheapest way of doing currency exchange/transfers is likely to be through a specialist broker such as HiFX, but the saving on one-off smallish amounts is unlikely to justify setting up the account TBH.

I'm waiting for an apology.

Don't hold your breath :)
I'm not sure of the exact Paypal terminology but if [s]you[/s] I or someone paying me uses Personal Payment as Money Owed, (not Gift as mentioned), it seems to work out that neither party pays fees.
