I thoroughly understand you, as I am also looking for the strings to be virtually sitting on the frets (well, almost...)

I always thought the 70's jazzes had a neck tilt function operated by an small screw on the neck plate. Have you tried this? It might help you get the action lower.

Correct!!

These are really, really great basses. My advice would be to keep it for a while and gradually adjust the set up until you like it. You've bought a bargain bass there. Spend some time with it. Don't sell too quickly. It'll come good.

I'm looking to buy all the time, Jim.... this one just isn't on my radar. I am curious however, and have a couple of points:

What happened to the original scratchplate/pickguard?

You say it's high at the first fret although the adjustment is good. Maybe it just needs the nut filing out a little...?
