Does anyone know faststrings DOT com?

Surfing the net today I've found a site called faststringsDOTcom, lot of instructional DVD to download, for free or not, if you want a faster download.
Well, this one seems to be different from the "torrent/emule way" but...is it legal? If yes, will the download quality be as high as the DVD?
Has anyone tried?
