Is it feasible to use either of these two pedals with this all-valve head in order to achieve an overdriven sound at relatively low, practice volumes, just as you might with a SS or hybrid head?

No reason why not, the valve head will do the same as a SS head at low volume. Probably won't be saving your valves any by doing that though.
