Mexican Fender Jazz Bass in vintage blue road worn. doesn't seem right

The headstock seems wrong and there is paint in the truss rod area. I am not sure about this at all!

That top corner seems a little too sharp to me, unless this is a feature of Mexican Jazz Basses..?

How do you make it 22? I can only see 21 but it is only lightly reliced in mostly the wrong places It's a Fender decal - maybe

Headstock's the wrong shape, paint down the truss rod hole, badly positioned decal, 21 frets and the shape of the body doesn't look right.
