Fret Buzz on 5th fret of D string

I have a bass that has an annoying buzz on the 5th fret of the D string.

Its only on that string so I've ruled out the truss rod and the height of the strings as it doesn't do it on any of the other strings anywhere. It only does it when playing the 5th fret of the D string and very, very slightly on the 4th fret but only if I play really hard.

I was thinking a raised section of the fret itself but it looks to be seated properly and it was meant to have had a fret dressing before I bought it.

An unlevel fret is all that I can think that would be wrong with it and if it is then would something like this be suitable?

I have no problems with setting up and modifying my own basses so am happy to do whatever work needs done on it myself - I've just never owned a bass that had this problem.

Alternatively, could it be something else?

Yup - I have one and if will definitely find a high fret. Great little tool. Sounds like your analysis is correct and the fret might not be high across its whole width. There's a great video on YouTube somewhere showing how to level and recrown a fret with a standard file if you don't have all the gear!

Edit.... Found it!
