Old Fenders: Why is the date/inspection stamp under the paint ?

Just noticed something interesting on an Ebay listing that made me think...why do they do that?

....when Fender put a serial number/inspection/date ink stamp in the body pocket why do they apply the stamp before the paint has been layed down, hence not finished before stamping? Got to be a reason but why? Edited by iconic
