Dr.Green Aspirin

I play Spector with EMG DC active pickups and EMG 18 volts preamp trough this pedal.
Is it normal(picture below)to have input and output both almost to the maximum to have same volume of bass when is pedal ON or OFF?

I've not heard a good word about any of the pedals in the Dr Green range.
Just sayin.
Seems very odd to have unity gain only at max pedal volume, unuseable.
Have you tried with another bass, passive perhaps, same result?
