Elvis Costello has released more albums, more singles and more films. He probably plays more instruments (hard to be certain).
Costello's music also incorporates more genres of music and his musical skills are undoubtedly higher.
As for singing, beauty is in the ear of the beholder. Presley probably has it there for clarity and old fashioned crooning.

The alum "Almost Blue" is a great album for classic blues. Costello's music is also good for displaying the talents of the whole band, not just that of the named artist.
