Help in identifying origin of a double bass

I recently came across a double bass with extensive dragon-themed mother of pearl inlay thoughout the entire face. The bass appears hand-made due to the primitive work on the headstock. The tuning machines are rather poor quality. The bass probably spent a lot of time in Vietnam but I am not aware of any Vietnamese luthiers making double basses.
