Paypal money claim

Hi!
do anyone know if i paid for a custom bass, but the bass wasn't shipped to me, i am under paypal buyer protection right? its within the 30 days
because the seller claims that paypal won't cover Custom build instruments

Just checked pay pal conditions and unfortunately for you custom made items are not covered.

i think paypal won't cover it if you received the item and want to return it, but i think if you never got the item they cover it
