I think you should at least be able to track fhe bass down. I think it may be unlikely you'll get your money. I think the problem here is that the police can arrest him for theft (it's a criminal offence) but presumably he is known to them and they're continually aresting him. What happens after that I wouldn't like to guess. It'll go to court and he'll get some kind of fine/sentence. Getting your property back or money is presumably then a civil matter and more difficult. Karma says he will get his comeuppance from someone one day anyway, if he goes inside from another case here's hoping he drops the soap in the shower. I not condoning what's happened but an over stretched Police force will probably have to say, we can't make up for nativity...
