Not being a windmill specialist, I looked at the speed of that thing and thought they must have filmed it during a hurricane.

It does slow down half-way through, then picks up again. If you look at the trees in the background to the right, you'll see that they're being gusted quite a bit, and the clouds are going at quite a pace, considering their altitude, so yes, there's a fair breeze blowing. I suppose a video of a windmill when it's calm, and not turning at all, would have little televisual appeal.
