Overpriced project Bass

I'd love this as a project bass but it's wildly overpriced :

It looks chipped and scratched in the photos not excellent condition as described.

It's missing the electrics, but sold as 'missing mechanicals' so it is not clear whether you are getting the bass as pictured, or just two bits of wood.

The description clearly says "body only". Then all pictures show both neck and body. Is the seller a fool, lacking in knowledge, a con man or what?
