Basically brand new.  I fitted it to a bass, it got no use and then sold the bass soon after re-installing the original.

From hipshots website; 

Retrofit your pre-CBS Fender equipped with reverse winding Kluson tuning machines for drop tuning. Fits 11/16 headstock holes. Installation instructions and mounting hardware included.
