If I remember correctly it is an IPhone only format, a customer sent me some images in this format recently and I could not open them on a Windows device

Yeah HEIC is a iOS native format. Doesn't play nicely with Windows.

Are we sure that's a bass?

Judging from the surroundings it looks more cello size.

What are the machine heads like in a cello? Those I can see in the pic look like those I've seen on double basses.

I think its a DB but maybe half size; you could measure it and compare it to the size guide HERE. If there's a label visible inside the bass (through one of the F-Holes) then try and get a photo of that for us as that'll contain some vital information.

That might explain why the silk wrapping on the strings gets so close to the bridge. Presumably, full length DB strings have been used.

Aren't cello tuners normally at right angles to the pegbox and friction type, where these are in line with the pegbox and appear to be gear type. The body shape is far more bass than cello. Half or quarter size bass I'd say. Age or origin? No idea.

Correct re. cello tuners. Probably a small student double bass, as you say, and of Eastern European origin. Before the Far East began mass producing stringed instruments, plywood Eastern European instruments were pretty much the default economical student instruments.
