Simple question - what does "buffered signal" mean?

Nearly right, but in this context it means that it isn't connected directly to the input jack, but is isolated (buffered) so that if the tuner output is shorted or loaded it will have no effect on the main signal.

So functionally it's connected to the input jack, ie pre-eq, but connecting a tuner with a low input impedance won't harm the signal.
