Peavey Mark III Series bass combo

[Protium]

Guitarist is my band has had this in his garage for a year, it powers up OK and does produce sound but there is a crackling noise as you play. Looked inside and seen this brown paper thing (capacitor?) which is the only thing that looks suspect:
