CITES?

I'm thinking of buying a neck from Stewmac which has a rosewood board, will it be subject to CITES, and if so, who is responsible, the seller or the buyer?

I think I read somewhere that CITES has been relaxed on finished musical instruments and parts, does anyone know for sure?

Have you asked StewMac..? They normally reply swiftly to questions; first call, maybe..?

Apparently it's the buyer's responsibility, but I'm still a bit confused because I came across this which clearly states that a guitar is now exempt, but what about a finished neck?

"As of November 26 2019, CITES laws on rosewood have been lifted. Travelling with this wood no longer requires a permit. It means you can buy, sell and move freely with guitars made of rosewood"

That is what I thought, except Brazilian rosewood, which is permanently banned from crossing borders.

Yes that's what I read too, Brazilian is the only banned rosewood

Rosewoods Dalbergia spp. Cites II 2017.01.02

Includes finished wood products exceeding 10 kg; musical instruments exempt (except for Brazilian and Siamese rosewoods)

Taken from this Database at  if anyone is interested.....

https://www.wood-database.com/wood-articles/restricted-and-endangered-wood-species/

Cites appendix I are very likely banned woods, so do please be careful of both source and species.
