As long as they have some talent, and aren't pushy and in your face. Have at it! I've seen some absolutely amazing street performers over the years. When I used to live in London, Waterloo Bridge was notorious for them. More recently in Cheltenham there are several bums notorious for their aggressive panhandling attitude and known to be both claiming benefits and having accommodation. You see them out on the streets in the good weather but they're nowhere to be seen when it's chucking down.
