Youtube verify ?

Anyone noticed this ?  On a video that you cant watch it says Verify.... If you click Verify, it wants a photo of your credit card or driving licence with the text readable.

Never done it for me. I wonder if your computer has some malware on it, which intercepts youtube web browsing and tries to steal your identity (documents) or something like that?
