Yes. A single DI would simplify everything and all he has to do is sort out front of house sound. 

 

I'd probably 'agree with him', he doesn't know how you want the two signals blended to create the sound you have imagined, the single DI removes the guesswork on his part. 

 

If I'm operating a desk, there's enough to worry about getting the band to sound cohesive, and providing IEM and foldback mixes, without trying to work out how an individual musician wants their FOH mix to sound.

But as explained as... one is an 'always on'... tother is a 'sometimes as well'

It was very common, in the rigs I've had to handle, to have two 'bass' channels anyway; one for the DI, the other for the mic on the cab. Two DI's wouldn't bother me at all; I'd simply pach the second DI in the stead of the cab mic. I'm not talking about a six-channel Peavey desk, of course, but I wouldn't call such a set-up an 'expensive PA'.
