Seems you don't need to be in Europe to be in the Eurovision Song contest given that Australia, Azerbaijan, Armenia, Israel and Morocco have competed.  Apparently Algeria, Egypt, Jordan, Lebanon Libya and Tunisia are all eligible to participate.  Eligibility is dependent on the broadcaster being a member of the European Broadcasting Union.
