Identify this sound, I have to replicate it.

Fast forward to 2:10 there you can hear it pretty good, like an orchestra, it's scattered throughout the song but there it's pretty rich. 

 

 

Hoping one of these will get me there, but which one?

I think I've narrowed it down to either a

An iPad/laptop running a synth plugin and a second hand behringer FCB1010 that you can program to act like a keyboard would be the cheapest option I can think of... and learn how to tap dance! I don't think you'd get very close with the pedals you're looking at to be honest. You'd have to play the keyboard parts instead of the bassline for a start...
