One of those cracks looks to go a little deeper than the lacquer:

 

Either way it's about £100 more than you need to spend on one of these and has cosmetic damage all over the headstock.

That tuning requirement could be a deal changer for some...the current owner for one.

The reason it "hasn't been tuned in about a year" is likely due to the fact that he knows those headstock cracks will let go if the strings are taken up to tension.
