They're meant to be set necks Scarf joint is at the head side end of the neck, and a way to make a sturdier tilt back headstock, set neck relates to the neck pocket end of the neck. If the fretboard was taken off and the neck is a clean break it'd glue back and be very strong, with appropriate glue and clamping. The reattached FB would further reinforce it. I mean it is of course technically still a finish crack, just quite a bit more than just that, and would definitely not be the main issue here, but rather more of a symptom, if the scarf joint parting is really the actual culprit to it (which honestly seems very likely).
