Jazz Bass Pot Weirdness

Basschatters! I’ve fitted a new pair of Jazz pickups and soldered them into the existing pots. 
 

it’s all high quality stuff, CTS 250k and good quality wiring, etc. 

 

However when I have both volumes up full the volume drops off and goes real thin. Back either of the pots off slightly and the volume springs back into life. 
 

Has anyone come across this before? Are the pots knackered? Is it some other issue?

Pickups are wired out of phase. Choose one of the pickups and swap the connections. Nordstrand Info

Sounds like a Jazz bass to me. The mids drop off with both pups on full hence the volume dip.
