Line in/out (shake it all about)/effects loops

A question for the tech nerds out there...

In relation to separate preamp and power amp... 

 

Line out from preamp 100ohms impedance, 0dBv nominal. 

Line in to power amp 22kohms impedance 0dBu nominal.

Effects return is 600ohm, so a possible alternative to the line in.

 

Is it better to run a 100ohm line out into a 22kohm line in or a 600ohm effects return ?
