Ibanez Promethian P5110 Low input not clipping

Hi all 

 

I have the above amp and when I plug in either a passive or active bass I can have the gain up full and the amp does not clip

and the main output is not what it should be in terms of volume so I think I may have an issue on the input side

 

This is either on it's own or plugged into a separate 8ohm extension cab

 

Any thoughts that may guide me to resolve it
