This was certainly the case in the late '90s, when a colleague's Telecaster was refinished by Jimmy Moon (Moon Guitars). So, the decal may not be original per se but should be representative of the factory decal that was removed for the purposes of refinishing. Apologies to the OP if he feels this is going off topic.
