Question about Luthiers

If I were to give them everything required to build a bass inc. paint for finish would I be correct in thinking that they would build it for me and sort everything else out while they are at it i.e. action, intonation, fret filing

Just there just isn't enough time to get this all done and at this rate it might be done by Xmas...

BTW if I am correct are there any recommended luthiers in Glasgow?
