If you use pedals, instead of putting them between the bass and the amp, you can put them in a loop. The signal will go from your bass, through the pre-amp section of the amp, through the effects loop, then on to the power amp section of the amp and on to the speakers.

So you would cable out from the send socket, plug through the pedal(s) and back to the return socket.

Some amps allow you to set how much of the signal goes through the effects and how much goes direct from pre-amp to power amp.

It's a line out (send) from the pre-amp, and line in (return) to the power amp. You can use it for rack effects or using different pre and power amps. Most people never touch them on combos like that vox.
