Do what i did firstly look through the sales section here. the advantage is you know these guys will have taken care of their basses.
Secondly go to a shop try one out and then either :

1) look online and buy one cheaper (new basses)
or
2) chance Ebay for used basses(but read the ebay section here first on scams and what to look for)

i found the information here very useful. and for your budget you can pick up a brand new spector ledgend or cort artisan series. ibanez and yamaha !

possibly others can state what a good £400 bass would be ???

also what style of music ? factors sometimes in the look of the bass

how come you want active pickups and an active EQ? you don't get many basses with both as far as i know.

the $$ doesn't have active pickups. although the $$ is an awesome bass.
