Also what i think he means is he dosnt want people with no feedback or low feedback to bid so he is saying thay cant try to bid in the last few seconds so he has to sell it to them. I understand the zero feedback bit but it's the no winning bids in the last 5 seconds part that seemed a tad pointless.
