In a word - sandpaper.

Assuming it's an unpainted headstock, take it back using a light grade sandpaper initially, then go to a very fine grade. Finally use T Cut to buff out. Then lacquer, apply new decal (if you want one) and re-lacquer.

If you're looking for a new decal try Plankspanker on ebay

I've got a bass which I'm re-finishing at the moment and I had this made for it. The bass is a biddy 3/4 size which my wife bought me for Valentine's Day.
